He proudly served in the U.S. Marine Corps from 1964 to 1968 and was discharged with honors. Billy retired as an Air Traffic Controller from the Wilkes-Barre Airport. He previously worked at Reading, Chicago, Baltimore and Fort Indiantown Gap Airports.

He will be fondly remembered for his love of working on projects big and small, restoring vintage cars, attending auctions, hunting, fishing, his unending love and support of his children, grandchildren, great grandchildren, and his endless devotion to his wife, Carol, "The Love of his Life".

Billy made a lasting impression on everyone he would meet with his intelligence, quick wit, l and his larger than life personality. He was a member of the Pentecostals of Lebanon and loved his church family.

In addition to his wife, he is survived by two daughters, Christy C. Sheidy (Rick), and Angela D. Snyder (Tim); four siblings, Jay Cipolla, Cheryl Scott, Russell Cipolla, and Toni Stewart; six grandchildren, Alec, Lara (Christopher), Selina (Josh), Chance, Dillan and Jake; and nine great grandchildren, Ben, Owen, Jon, Micaela, Oliver, Malani, Kai, Noah and Copelyn.
